Looks like Petey from the Little Rascals. I thought the same thing until I found this picture of Petey.

I had forgotten that Petey had the circle around his eye drawn on. We used to watch the Little Rascals alot as children. A few years back we had this child in daycare who looked exactly like Alfalfa. Spanky, of course, was my favorite.

Here's Alfalfa and Spanky. Man, does that bring back memories!
